Minutes of Meeting Wednesday, September 19, 2007
Town Hall Hearing Room, 7:00 p.m.
Present: Barbara Gray, Stephen Oliver, Gerald Parent, Alfred Pickard, David Rowell; Rex Peterson, Assistant Town Administrator

Vice-Chairman Gerald Parent called the meeting to order at 7:00 p.m.
ANR #07-04 Robert L. & Shelia L. Paine, 60, 66 & 80 Pleasant Point Rd. ( Map 35, Parcels 72.1, 73 and Map 29, Parcel 492)
Gerald Parent disclosed that he knows the owner of the property well.
Robert Freeman of Schofield Brothers of Cape Cod came forward to present the ANR #07-04 for Robert and Shelia Paine. Three separate lots are being reconfigured and one piece, Parcel A, which is not a buildable lot, is being created.
Gray moved to deem the plan an ANR. Pickard seconded, and the motion carried 5-0.
Housing Authority’s Request for Town-owned Property
Elaine LaChapelle and Elaine McIlroy of the Housing Authority were present to answer questions regarding the property they have requested be transferred from the Town to the Housing Authority. Planning Board needs to make recommendations to forward the proposals to the Selectmen.
The first property is at Old King’s Highway & Old Long Pond Rd. Map 16, Parcels 110, 111 & 143. There was a question on the total size and usable size of the property because part of it falls into the power line easement. Housing Authority’s goal is to develop six homes with up to a 12 bedroom count, according to Elaine LaChapelle. However, this would require additional land. Pickard believes that the three lots were merged into one lot when the Town acquired them. The homes would be created as a 40B plan and would be done in a cluster manner. LaChapelle said that two of the lots did not yet have clear title.
Parent made a motion that 1.) PB not recommend the transfer at this time, 2.) titles for Map 16, Parcels 110 and 143 be cleared by the Town, and 3.) before releasing the property, more information particularly on the water tower proposal be given. Oliver seconded the motion, and the motion carried 4-1.
Pickard disclosed that he owns a lot three over
from the property under consideration.
The next property considered was at Chequessett Neck Rd/ Atwood Ave., Map 14, Parcel 106 and Map 12, Parcel 295. Pickard said a road would have to be developed for the property. LaChapelle said another owner on Atwood Ave. had developed a road that could be used. The intention for this property is for one Habitat house, LaChapelle said. The title is clear on this lot. Pickard moved to approve the transfer of land to the Housing Authority. Oliver seconded, and the motion carried 5-0.
A third property was on Old King’s Highway beside the Rail Road bed and under the power lines at Map 23, Parcel 232. On behalf of the Housing Authority, LaChapelle withdrew the proposal because the lot was under the power line easement, something that had been overlooked in the proposal.
Cluster Development Bylaw
The Cluster bylaw proposal will be taken up at another meeting with the full Board, but there was a discussion of increased bedroom count as incentive for cluster development. A bylaw could be prepared for April Town Meeting.
Route 6 Overlay District Bylaw
Barbara Gray cited examples of development on Route 6 that were not subject to site plan review which she said could have benefited from such a review. The Board discussed Route 6 projects and Planning Board’s role in projects which plan more than 10 parking spaces. More communication with the ZBA was considered. The bylaw proposal will be taken up another meeting, but Gray offered her overview of Rte. 6 management.

Pickard moved to approve the minutes of September 5, 2007. Parent seconded, and the motion carried 5-0.
Other Business
1.) The Board discussed temporary signs in town and enforcement of sign code.
2.) Gray invited everyone to the final hearing of the Local Comprehensive Plan Thursday, September 20, 2007.
3.) Pickard suggested a future discussion of the C2 District and a means that would allow him to participate as an affected party, not a member of the Planning Board.
Adjournment
Gray moved to adjourn. Rowell seconded and the motion carried 5-0. The meeting adjourned at 8:35 p.m.
